Planning to Build in Lucknow? Fire Safety Certificate Now Mandatory for Map Approval
LUCKNOW | July 30, 2026: Getting a building map approved in Lucknow is set to become more stringent. The Lucknow Development Authority (LDA) has made fire safety compliance mandatory before approving building plans for several categories of commercial and public-use properties.
The move is aimed at ensuring fire safety measures are incorporated before construction begins, rather than after a building is completed.
Fire NOC Now Required Before Map Approval
Under the new rules, buildings that fall under mandatory fire safety norms must obtain a Fire No Objection Certificate (Fire NOC) from the fire department before the LDA approves their building plans.
The order has been issued under the UP Fire Safety and Emergency Services Act, 2022 and the Rules, 2024.
Without a valid Fire NOC, eligible projects will not receive building map approval.
Which Buildings Are Covered?
The revised rules apply to a wide range of properties, including:
- Apartment buildings
- Multi-storey residential projects
- Hospitals
- Hotels and guest houses
- Schools and educational institutions
- Restaurants and banquet halls
- Banks
- Cinemas and theatres
- Coaching centres
- Gyms
- Other special-use commercial buildings
Rules for Smaller Buildings
Certain smaller establishments that do not require a mandatory Fire NOC—such as hotels, schools, hospitals and coaching centres below the prescribed height or area limits—must still submit a fire and electrical safety affidavit.
They will also be required to obtain a fire safety certificate or complete a fire audit within three months of receiving map approval. Failure to comply could result in action under the applicable regulations.
