Bihar to Block Sale of Gair Mazrua Land, Registry Software Will Reject Transactions
PATNA | July 30, 2026: The Bihar government has decided to stop the sale and purchase of Gair Mazrua (public-use) land by integrating land records with the state's property registration system. Once implemented, the registration software will automatically reject any attempt to register transactions involving identified Gair Mazrua land.
The move is aimed at protecting public-use land such as roads, ponds, schools and cremation grounds from illegal sale or transfer.
Registration System to Automatically Reject Transactions
The Revenue and Land Reforms Department will provide the Registration Department with a district-wise list of Gair Mazrua land identified through land records (Khatiyan).
After the data is uploaded into the registration system:
- Sale and purchase of identified Gair Mazrua land will not be permitted.
- The registration software will automatically reject such transactions.
- The land will be added to the state's official stop list used for property registration.
What Is Gair Mazrua Land?
Gair Mazrua land refers to government-owned land reserved for public use, including:
- Roads
- Schools
- Ponds
- Cremation grounds
- Burial grounds
- Other community facilities
Although ownership transferred to the government after Independence, disputes and illegal sales have continued in some cases due to historical land records and possession issues.
Why the Government Is Taking This Step
According to the state government, complaints regarding the sale of public-use land have prompted stricter controls.
The new system is expected to:
- Prevent illegal land registrations.
- Protect government and community land.
- Improve transparency in property transactions.

The initiative follows an earlier announcement by the state's Revenue and Land Reforms Minister that illegal transfers of Gair Mazrua land would face cancellation of land records where applicable.
