Buying Land in Bihar? Government to Lift Restrictions in Satellite Township Areas

PATNA | July 30, 2026: Property owners and investors in Bihar could soon get relief as the state government has decided to lift restrictions on the sale, purchase and transfer of land in notified Greenfield Satellite Township areas once their development plans are officially approved.

The move is expected to unlock land transactions in key urban expansion zones while ensuring that future development takes place under a regulated planning framework.

Why Were Land Transactions Restricted?

The Bihar government had earlier prohibited:

  • Sale and purchase of land.
  • Transfer of land ownership.
  • New construction activities.
  • Land development in 11 proposed Greenfield Satellite Township areas.

The restrictions were imposed until master plans and zonal development plans were prepared to prevent unplanned growth.

What Will Change Now?

After the final notification of development plans:

  • Land sale and purchase will be allowed.
  • Property transfers can resume.
  • Construction and development activities will follow approved land-use regulations.
  • Infrastructure and public amenities will be developed according to the notified master plans.

Officials said the new framework is designed to balance urban expansion with planned development.

More Opportunities for Landowners and Investors

The government is also accelerating the preparation of master plans for the proposed satellite townships.

Once these plans come into force, authorities may use:

  • Direct land purchase.
  • Land acquisition.
  • Land pooling.

In certain cases, the Bihar Urban Development Authority may even allow land transactions before the final notification if they do not affect the planning process.

What It Means for Property Buyers

The decision is expected to improve confidence among landowners and investors who were unable to transact properties due to the restrictions.

However, buyers should verify:

  • Whether the relevant development plan has been notified.
  • Applicable land-use regulations.
  • Local planning permissions before completing any transaction.

Why This Matters

Satellite townships are expected to play a major role in Bihar's future urban growth. Allowing regulated land transactions after the approval of development plans could improve market transparency, attract investment and support the development of well-planned residential and commercial areas instead of unplanned urban expansion.
