HSVP Revises Registration Process for Auctioned Plots, Buyers Seek Clarity Over New Rules

CHANDIGARH | July 30, 2026: The Haryana Shahari Vikas Pradhikaran (HSVP) has introduced a revised registration process for auctioned plots, triggering concerns among buyers over additional compliance requirements and the possibility of delays in property registration.

The authority said the new framework has been introduced to strengthen documentation, improve transparency and ensure proper verification before the execution of sale deeds.

Additional Verification Before Sale Deed

Under the revised process, buyers of HSVP auctioned plots will have to complete additional registration-related formalities before their sale deeds can be executed.

According to HSVP, the objective is to verify ownership records, payment details and statutory documents before transferring ownership. Officials believe the new system will improve record management and reduce future disputes related to property transactions.

Buyers Seek More Clarity

The revised process has raised concerns among several plot allottees, especially those who participated in auctions under the earlier registration system.

Buyers have sought greater clarity on the implementation of the new rules, saying uncertainty over documentation requirements and registration timelines could affect the completion of their property transactions.

Industry Calls for Detailed Guidelines

Real estate stakeholders have urged HSVP to issue detailed operational guidelines explaining the documentation requirements, registration timelines and transitional provisions for buyers whose allotment process started before the revised system came into effect.

They believe clear guidelines will help avoid confusion while ensuring the authority's objective of improving transparency is achieved.

Focus on Transparent Property Transactions

The revised registration framework comes as government agencies across the country continue to strengthen digital verification and compliance measures in property administration. Officials say these reforms are intended to improve land record management and make property transactions more secure.

For Haryana's real estate market, HSVP remains a key agency responsible for developing residential, commercial and institutional sectors. Any change in its allotment or registration process is closely watched by homebuyers, investors and developers.
