Kolhapur to Regularise Pre-2011 Residential Encroachments, Plots Up to 500 Sq Ft Free
KOLHAPUR, August 29, 2026: The Kolhapur Municipal Corporation (KMC) has finalised a time-bound programme to regularise residential encroachments made before January 1, 2011. Plots measuring up to 500 sq ft will be regularised free of cost.
The decision was approved at a review meeting attended by District Collector Vijay Rathod and Municipal Commissioner Rajendra Bharud under provisions of the Maharashtra Land Revenue Code, 1966.
Online Applications From September 7
KMC will begin accepting online applications from September 7, along with month-long special camps at all four divisional offices.
Applicants will need to provide documents proving possession before January 1, 2011. These may include voter lists, electricity bills, property tax receipts, Google Earth images, 7/12 extracts and self-declarations.
The Land Records Department will conduct plot measurements free of cost.
Charges for Larger Plots
Plots between 500 and 1,500 sq ft will be eligible for regularisation after payment of a charge equivalent to 10% of the current ready-reckoner market value.
For mixed-use properties, the applicable charge will be 25%. Shops providing essential daily services, such as grocery stores, medical stores and mills, may be considered in exceptional cases if they are part of a residential property.
Which Properties Will Not Qualify
Encroachments exceeding 1,500 sq ft will not be eligible. The scheme will also exclude properties located on:
- Riverbeds
- Roads
- Forest land
- CRZ areas
Foreign nationals, people who have already received alternative rehabilitation under PMAY and families seeking benefits at multiple locations will also be excluded.
The benefit can be availed only once by a family across Maharashtra.
What Happens After Application
After verification, KMC will publish the list of eligible cases. Applicants will then get 15 days to submit objections or suggestions.
Approved properties will be registered as Occupant Class-2 land, with transfers restricted for five years.
Why It Matters for Property Owners
The move could provide legal recognition to eligible long-standing residential properties while giving owners a formal land record. However, applicants will need to establish that the property was in their possession before the January 1, 2011 cutoff and meets the scheme's eligibility conditions.
