Muzaffarpur Greenfield Township Issues New Land Sale Rules With Aadhaar Verification
MUZAFFARPUR, August 29, 2026: The Bihar State Housing Board has introduced stricter guidelines for land purchase and sale in the Muzaffarpur Greenfield Township area to improve transparency and prevent fraudulent transactions.
The new rules cover landowners seeking to sell land in the township and have been communicated to divisional commissioners and district magistrates across 11 major districts, including Muzaffarpur.
Aadhaar Biometric Verification Made Mandatory
Land sellers will now have to undergo Aadhaar-based biometric verification before the sale process can proceed. The land sale consideration must be transferred directly into the verified bank account of the actual seller recorded in government land records.
Payments to third-party accounts will not be permitted under the new guidelines.
Ownership Verification and Documentation
To reduce the risk of future disputes, sellers will have to submit an indemnity-cum-affidavit confirming land ownership and the ability to transfer the property without legal obstruction.
The registration process may also include photography and videography. A title certificate issued by a Housing Board panel advocate for each land parcel will have to be recorded before the transaction moves forward.
Monthly Review of Mutation Cases
The Housing Board will conduct a monthly high-level review of mutation cases within the notified special and core areas.
The move is intended to identify suspicious transactions, backdated entries or other irregularities and enable timely legal action.
Land Boundary Marking After Purchase
Once land is acquired, it will be immediately demarcated. Boundary markers and boards displaying public ownership will be installed to reduce the possibility of illegal encroachment.
24 Landowners Have Applied So Far
Around 24 landowners in Muzaffarpur have already submitted applications to the Housing Board to sell their land. These applicants will undergo biometric verification under the new system.
