Bihar Clears 66% Online Mutation Cases as Digital Land Services Speed Up
Patna | August 10, 2026: Getting land records updated in Bihar has traditionally meant multiple visits to government offices, long waits and uncertainty over paperwork. The state is now trying to change that through digital revenue services, with 66% of online mutation cases already disposed of during FY 2026-27.
Revenue and Land Reforms Minister Dilip Kumar Jaiswal said online services, combined with regular departmental monitoring, have accelerated the disposal of land-related applications across Bihar.
Over 5.5 Lakh Mutation Cases Disposed Of
The department received 6,97,862 online mutation applications during 2026-27. Including pending cases from earlier periods, the total workload stood at around 8.30 lakh cases.
Of these, 5,50,426 cases have been disposed of, while 45,903 applications were rejected.
For property owners and buyers, faster mutation is important because updated land records can make ownership-related transactions and future property dealings easier.
Parimarjan Plus Processes More Than 6.8 Lakh Cases
Bihar is also using Parimarjan Plus to correct and update digitised Jamabandi records.
Out of 10,22,718 cases involving digitised Jamabandi land records, 6,86,261 cases have been disposed of.
The department has also received 3,92,341 cases involving omitted Jamabandi records, of which 2,24,672 have already been resolved.
The increasing use of digital records could make it easier for landowners to identify discrepancies and seek corrections without repeatedly visiting revenue offices.
Revenue Maha-Abhiyan Sees 46 Lakh Applications
The state’s Revenue Maha-Abhiyan has received more than 46 lakh applications.
Officials said scanning of these applications is almost complete, with 13,663 still pending at the scanning stage. Another 6,37,108 applications remain pending at the application stage.
So far, around 31% of Maha-Abhiyan applications have been disposed of.
e-Mapi Also Moves Online
Digital land measurement services are also seeing significant activity.
Till August 7, Bihar had received 6,02,167 e-Mapi applications. Payment requests were generated for 5,17,842 applications, while payments were completed in 3,98,284 cases.
Measurement dates have been scheduled for 3,74,882 applications, with approved reports already issued in more than three lakh cases.

Accurate and accessible land records can help reduce confusion over ownership, make mutation and correction processes easier to track and potentially reduce the need for repeated visits to government offices.

The government said the integrated Biharbhumi portal has improved access to revenue services and helped increase disposal rates.
The department is also carrying out regular reviews to make the system more transparent and time-bound.
