DDA Freehold Conversion Stays Suspended as Delhi Reviews Property Policy

New Delhi | August 11, 2026: Thousands of Delhi property owners waiting to convert their DDA leasehold properties into freehold ownership may have to wait longer, as the conversion process has remained suspended since January while the government reviews the existing policy.

The review aims to make the conversion system simpler, more logical and easier for property owners to use. However, the government has not yet announced when the revised policy will be finalised or when fresh conversion applications will reopen.

Why DDA Freehold Conversion Has Been Put on Hold

The government is reviewing the existing conversion policy applicable to residential properties developed by the Delhi Development Authority (DDA).

According to the Ministry of Housing and Urban Affairs, conversion requests have been kept on hold during the policy review. The government has not provided a fixed timeline for completing the exercise.

For property owners, this means applications for converting eligible leasehold properties into freehold ownership cannot currently move forward under the existing process.

What Leasehold to Freehold Conversion Means

In simple terms, a leasehold property gives the allottee rights over the property for a specified lease period and under applicable conditions, while a freehold property provides broader ownership rights.

Conversion can therefore be important for homeowners looking to simplify ownership, future sale or transfer of their property.

However, the conversion process itself depends on the applicable DDA rules, documents and charges.

What Delhi Property Owners Should Know

The biggest concern for property owners is the lack of a clear reopening date.

Those who were planning to sell, transfer or otherwise complete ownership-related formalities may need to factor the suspension into their plans. Owners should also keep their property documents, allotment papers and other relevant records ready so they can apply once the revised process becomes operational.

Policy Review Could Change the Conversion Process

The government's objective is to make the conversion mechanism more citizen-friendly and streamlined.

If the revised policy simplifies documentation or procedures, it could make the process easier for DDA property owners. However, until the review is completed and new guidelines are officially notified, the exact changes remain unclear.

For buyers and existing homeowners, the development is particularly relevant because the leasehold or freehold status of a property can affect ownership-related transactions and future plans.
