Patna | August 11, 2026: Getting a rooftop solar system through the PM Surya Ghar Muft Bijli Yojana could become easier for eligible households in Bihar, with the state government directing banks to remove the CIBIL score requirement for loans of up to ₹2 lakh under the scheme.

The move could particularly help households that want to install rooftop solar but face difficulty getting bank finance because they do not have an established credit history. The directions were issued during a review meeting chaired by Bihar Chief Secretary Pratyaya Amrit.


No CIBIL Score for Loans Up to ₹2 Lakh

Under the proposed change, applicants seeking loans of up to ₹2 lakh for PM Surya Ghar installations will not need to show a CIBIL score.

The state government said detailed guidelines on the change will be issued soon. This is important because existing lender rules can differ. For example, SBI currently states that there is no minimum CIBIL score requirement for loans up to ₹2 lakh, while loans above ₹2 lakh and up to ₹6 lakh require a minimum CIBIL score of 650, subject to its other conditions.


Banks Told Not to Reject Eligible Applications Unnecessarily

The Bihar government has also asked senior bank officials to clear pending eligible loan applications linked to the scheme within 10 days.

Banks have been directed to review the reasons behind rejected applications and correct deficiencies wherever possible so that eligible beneficiaries can receive financing without unnecessary delays.

 


Why This Matters for Homeowners

For a household considering rooftop solar, the biggest challenge is often the upfront installation cost.

The PM Surya Ghar scheme provides central financial assistance for residential rooftop solar. The official scheme portal currently lists subsidy support of up to ₹78,000 for systems of 3 kW or more.

Removing a minimum CIBIL requirement for eligible loans up to ₹2 lakh could therefore make solar financing more accessible, particularly for households with limited or no formal credit history.


Bihar Sets Faster Rooftop Solar Installation Targets

The state government has asked agencies to accelerate rooftop solar installations and complete targets under the scheme by November 2026.

Special emphasis has also been placed on economically weaker households, with a target of installing 2.5 lakh solar plants in extremely poor families by the end of October.

 


Patna Targets 5,585 Solar Homes by November

In Patna, authorities have set a target of installing rooftop solar systems in 5,585 homes by November 2026.

Officials have also been asked to address delays in solar installations and loan applications and ensure that implementation meets prescribed timelines and quality standards.


What Homeowners Should Know Before Taking the Loan

The CIBIL relaxation does not mean that every applicant will automatically receive a loan. Applicants will still have to meet the applicable bank, scheme and documentation requirements.

For example, SBI's PM Surya Ghar loan currently requires registration on the national PM Surya Ghar portal and Jan Samarth for the loan process, along with other eligibility conditions.

For homeowners, the key benefit of the proposed Bihar change is that lack of a CIBIL score itself may no longer prevent eligible applicants from accessing loans up to ₹2 lakh.
