Uttar Pradesh | September 18, 2026: Uttar Pradesh real estate projects will now have to follow a more structured digital process for filing professional certificates with Quarterly Progress Reports (QPRs). The change means architects, engineers and chartered accountants will submit their certificates as digital forms on the UP RERA 2.0 system instead of uploading separate scanned PDFs.

The move could make project progress easier to verify and monitor, while also giving homebuyers a more consistent record of construction progress and fund utilisation.


What Changed in the UP RERA QPR Filing Process

Under the revised system, three professional certificates — REG-1, REG-2 and REG-3 — will be submitted as structured digital forms.

The filing will take place in a fixed sequence:

  • REG-1: Architect
  • REG-2: Engineer
  • REG-3: Chartered Accountant

Once all three certificates are submitted, the system will automatically push them to the existing UP RERA portal and complete the QPR filing process.


Project Details Will Be Auto-Filled

The new system will automatically carry key project information across the digital forms.

This includes the project registration number, project name, promoter details, competent authority and project area.

The change is intended to reduce repetitive data entry and minimise inconsistencies between different certificates submitted for the same project.

Each certificate will also have to be authenticated using the concerned professional's Digital Signature Certificate (DSC).

Table A will apply to individual towers or blocks and, where applicable, sectors in villa projects.

For plotted developments, only Table B will be required.

Table B covers common and external development works, including:

  • Roads
  • Drainage
  • Landscaping
  • Boundary walls
  • Sewage treatment plants
  • Clubhouses

This distinction is important because the progress of common infrastructure can be a key indicator of whether a project is moving towards overall completion.
