UP RERA Makes Digital Quarterly Certificates Mandatory From September 2026
Lucknow, Uttar Pradesh | September 1, 2026: UP-RERA has introduced a new digital system for submitting quarterly certificates issued by architects, engineers and chartered accountants. The digital filing will become mandatory from the quarter ending September 30, 2026.
Under the new system, promoters will be able to submit their Quarterly Progress Reports (QPRs) only after the required certificates have been digitally filed by the respective professionals through the UP-RERA portal.
Architects, Engineers and CAs to File Certificates Digitally
At present, promoters submit quarterly project progress details along with scanned certificates from the project architect, engineer and chartered accountant.
Under the new system, these professionals will directly submit their certificates through the web portal using their digital signatures.
This certified information will then be used to generate quarterly achievements against the project's approved targets.
QPR Upload Linked to Digital Certification
One of the key changes is that promoters will not be able to upload the corresponding QPR until the certificates have been submitted digitally.
The system is designed to reduce manual data entry and ensure that project progress information is supported by professionally certified records.
UP-RERA said the move will also help keep project information more accurate and updated before data is migrated to the upcoming UP-RERA 2.0 portal.
What Promoters Need to Do
Promoters should ensure that their appointed architects, engineers and chartered accountants complete the digital certificate submission process for the September 2026 quarter.
During the transition period, promoters will continue submitting quarterly achievements in the existing format until the UP-RERA 2.0 portal becomes operational.
The data collected through the digital certificates will later be used to calculate fresh quarter-wise targets for registered projects on the new platform.
Help Desks to Support Project Professionals
To assist promoters and professionals with the new system, UP-RERA is setting up two help desks.
One will operate from its headquarters in Lucknow, while another will function from its regional office in Greater Noida.
Support will be available through telephone as well as in-person assistance.

Since progress certificates will be submitted directly by the architect, engineer and chartered accountant under their digital signatures, buyers could have access to more professionally authenticated information about the status of registered projects.
