Hyderabad, Telangana | September 25, 2026: Thousands of property owners in Telangana could get relief from long-pending registration problems after the state government cleared a route for registering certain properties covered under Section 22-A, provided they have valid layout, building or apartment approvals from competent authorities.

The move is particularly relevant for owners of houses, flats and plots whose properties remained on the prohibited list despite having statutory approvals from agencies such as GHMC, HMDA, DTCP and municipal bodies.


What Changed for Section 22-A Properties

Under the new orders, properties falling under the Section 22-A category can become eligible for registration if they have received legally valid approvals from the competent government authorities.

These approvals may include those issued by:

  • Greater Hyderabad Municipal Corporation (GHMC)
  • Hyderabad Metropolitan Development Authority (HMDA)
  • Directorate of Town and Country Planning (DTCP)
  • Municipal authorities
  • Other applicable urban or rural local bodies

Eligibility will remain subject to the conditions prescribed by the government.


Valid Approval Does Not Mean Automatic Registration

The government has clarified that properties covered by Section 22-A will not be treated uniformly.

Each application will be examined based on factors including:

  • Land records
  • Validity of statutory approvals
  • Legal status of the property
  • Relevant transaction documents
  • Other applicable conditions

Applicants will also need to submit at least one valid link document relating to a transaction registered after the relevant approval was granted.

This requirement is intended to help authorities establish the transaction history and eligibility of the property before allowing registration.

 


District Committees to Examine Property Cases

To implement the new mechanism, Telangana is setting up district-level committees to examine Section 22-A registration cases.

The committees will include:

  • District Collector
  • Additional Collector (Local Bodies)
  • Representatives of HMDA, where applicable
  • Representatives of the concerned municipal authority or local body

These committees will examine individual cases and address issues arising during the registration process.

The government said the new initiative is part of a broader effort to resolve long-standing Section 22-A grievances.

Other measures cited by the revenue department include action under GO 118 for house regularisation issues in nearly 64 colonies across Rangareddy and Medchal-Malkajgiri districts.

The government also referred to GO 76, which addresses long-pending housing issues involving Singareni workers.

The stated objective is to reduce repeated visits to government offices and courts for citizens facing land-registration disputes.

Eligible property owners will have to approach the registration process with the required approval and link documents, after which the relevant district-level mechanism will examine their cases.

The government has indicated that eligible cases will be considered through a fast-track mechanism, but registration will depend on individual verification and compliance with the prescribed conditions.
