Gurugram, August 26, 2026: The Directorate of Town and Country Planning (DTCP) has cancelled the licence of OSB Golf Heights, an affordable housing project by Ocean Seven Buildtech in Sector 69, Gurugram. The action comes after prolonged construction delays and alleged regulatory violations.

The project has around 700 flats, of which nearly 350 have already been sold. According to buyers, only around 10% of the project has been completed, raising fresh concerns over possession and the project's future.


Why Did DTCP Cancel the Licence?

DTCP found that construction at OSB Golf Heights had remained stalled for a long period. A recent site inspection found that work had completely stopped and the under-construction structures were also showing signs of deterioration due to lack of maintenance.

The developer also allegedly failed to renew the project licence after May 2023 and had outstanding external development charges of around ₹6.6 lakh. The bank guarantee submitted for internal development charges had also expired.

 


What Happens to the Homebuyers Now?

Along with cancelling the licence, DTCP has barred the sale or creation of third-party rights in the project and directed the senior town planner to take over the colony.

For existing buyers, the biggest question is whether the stalled project will now get an alternative completion mechanism and when construction could restart. DTCP's action may pave the way for further steps to complete the project, but no new possession timeline has been announced yet.

Ocean Seven Buildtech has said it plans to challenge the cancellation order, calling it arbitrary and unlawful.
