NEW DELHI, August 24, 2026: Delhi’s Master Plan 2047 could bring a major change for thousands of property owners holding land on lease. The proposed framework could allow eligible private leasehold plots in Transit Oriented Development (TOD) areas to be converted into freehold properties, giving owners permanent ownership rights over the land and structures built on it.


What Will Change for Leasehold Property Owners

At present, several properties in Delhi are held under a leasehold arrangement, where the underlying land remains owned by a government authority such as the Delhi Development Authority (DDA), while the leaseholder receives the right to use the property.

Under the proposed Master Plan framework, eligible plots could move towards freehold ownership.

For owners, this could mean greater control over their property and stronger ownership rights compared with the existing leasehold arrangement.


Freehold Conversion Will Come With Conditions

The proposed framework does not mean that every leasehold property in Delhi will automatically become freehold.

Individual plots forming part of integrated TOD developments could be considered for freehold status subject to payment of outstanding dues and fulfilment of applicable approvals and conditions.

Leasehold institutional plots have been kept outside this provision.

 


TOD Areas Could See Faster Development

The proposed changes are linked to Delhi’s Transit Oriented Development policy, which focuses on development around major public transport corridors.

Around 207 sq km of land within 500 metres of Metro, RRTS and railway corridors has been identified under the TOD framework.

Areas mentioned include Anand Vihar, Karkardooma, Kashmere Gate, Sarai Kale Khan-Nizamuddin, Jhilmil, Tahirpur, Shahdara, Madipur, Mandawali, Fazalpur and Preet Vihar.


DDA to Handle Key Development Approvals

Under the proposed framework, DDA would act as the nodal agency for approving TOD projects and building plans.

The plan also proposes that roads measuring 30 metres or more in width would be notified and developed directly by DDA.

New urban areas are expected to be planned as self-sufficient neighbourhoods with schools, healthcare facilities, parks, green spaces, commercial centres and other public amenities.

 


Why This Matters for Delhi Property Owners

Freehold status can significantly change the ownership position of a property. For eligible leasehold owners, the proposed conversion could provide greater certainty over ownership and potentially make property transactions and long-term planning easier.

However, property owners should note that the proposal is linked to specific TOD areas and conditions. It should not be interpreted as an automatic freehold conversion for every leasehold property in Delhi.
