West Bengal Housing Board Plans Flats and Plots for 3,500 Families Across Kolkata and Siliguri

Kolkata, West Bengal | September 5, 2026: The West Bengal Housing Board (WBHB) is preparing a major housing expansion across Kolkata and Siliguri, with four residential projects and a plotted development planned for around 3,500 families.
The projects will include homes for low, middle and high-income groups, while the Housing Board has also decided to offer residential plots in Jalpaiguri and shift future allotments towards freehold ownership.
22-Acre Thakurpukur Project to Offer LIG, MIG and HIG Homes
The biggest upcoming development is a 22-acre housing project at Thakurpukur in Kolkata.
The project will include flats for Low Income Group (LIG), Middle Income Group (MIG) and High Income Group (HIG) buyers. The first phase is targeted for completion and handover by December 2028.
The Housing Board's return to LIG and MIG housing is significant as it has reportedly not developed projects specifically for these income groups for nearly a decade.
Two New Town Projects to Add More Housing Supply
WBHB plans to construct 12 G+4 residential buildings in Action Area-I, New Town, with 48 flats in total. Construction is targeted for completion by March 2028.
The Housing Board also plans to revive its stalled Sunray housing project on 9.4 acres in Action Area-II, New Town, which is expected to contain more than 500 flats.
Both New Town developments will be targeted exclusively at HIG buyers, making them part of the premium housing supply planned by the state housing agency.
Siliguri to Get New LIG and MIG Housing
A G+7 residential building will also be constructed under Phase IV of the Himalaya Kanya Housing Project at Dabgram in Siliguri.
The development will focus on LIG and MIG families, with the state targeting handover of the flats by October 2028.
For buyers in Siliguri, the project could add government-backed housing options at a time when organised residential development is expanding across the city.
Housing Board Shares Current Flat Prices
According to housing department officials, current WBHB prices in Kolkata are:
- LIG: ₹4,500 per sq ft
- MIG Lower: ₹5,100 per sq ft
- MIG Upper: ₹5,500 per sq ft
- HIG: Market-linked pricing
The rates for LIG and MIG categories are based on carpet area. Final prices and allotment conditions for upcoming projects will depend on the respective project terms.
Seven-Acre Residential Plot Scheme Planned in Jalpaiguri
WBHB has also decided to develop around 7 acres of residential plots at Binnaguri in Rajganj block of Jalpaiguri.
The plotted development will cater to LIG and MIG households and is expected to take around 10 months to complete. Like the flats, the plots will be allotted through a lottery system.
Future Housing Board Allotments to Move to Freehold
A major policy change announced by the housing department is that new WBHB flats will be handed over on a freehold basis instead of leasehold.
The government also plans to encourage owners of existing Housing Board flats to convert their leasehold properties into freehold ownership.
For homeowners, freehold ownership can provide greater flexibility in holding, transferring and dealing with the property, subject to applicable conversion rules and charges.
359 Unsold Flats to Be Sold on First-Come Basis
Alongside the new projects, WBHB has decided to sell 359 unsold flats across its existing residential developments on a first-come, first-served basis.
The move could provide an immediate housing option for buyers who do not want to wait for the construction of new projects.

The combined pipeline gives buyers across different income groups more government-backed housing options in Kolkata, New Town and Siliguri, while the plotted scheme expands ownership opportunities in Jalpaiguri.
