MUZAFFARPUR | August 5, 2026: Planning to invest in Muzaffarpur's upcoming satellite township? Acting early could make all the difference. The Bihar State Housing Board has decided that land in the proposed Greenfield Satellite Township will be allotted on a "First Come, First Served" basis, giving priority to landowners who submit their applications first.

The new policy is expected to speed up land acquisition while providing greater transparency for people willing to sell land for the township project.


Land purchase to follow First Come, First Served policy

According to the Housing Board's new guidelines, applications from landowners will be processed in the order they are received.

Once an application is submitted, officials will verify the documents and assess the market value of the land under the provisions of the Bihar Raiyati Land Purchase Policy 2026 before forwarding the proposal for approval.


How will the land purchase process work?

The Housing Board will evaluate:

  • Land value.
  • Existing buildings and structures.
  • Other assets located on the property.

After valuation:

  • Cases worth up to ₹100 crore will be sent to the District Magistrate (Collector) for approval.
  • Proposals exceeding ₹100 crore will require approval from the Divisional Commissioner.

Land purchase will begin only after the competent authority grants final approval.

 


Applications already being received

Officials said around 18 landowners have already submitted applications for selling their land for the township.

The Housing Board has started scrutinising the applications and has asked applicants to submit all required ownership and revenue documents for verification.

District and divisional-level purchase committees have also been constituted to oversee the acquisition process.


What facilities will the township offer?

The proposed Greenfield Satellite Township is being developed as a "Zero Load City", designed to reduce population and traffic pressure on Muzaffarpur's existing urban areas.

The master plan includes:

  • Commercial districts.
  • Schools and colleges.

  • Shopping malls.
  • Community centres.
  • Sports facilities.
  • Large parks and green belts.

Infrastructure plans also include:
