Syria Signs $7 Billion Real Estate Deal With UAE Developer Arada

Cairo, Egypt | September 1, 2026: Syria has signed a $7 billion real estate development agreement with UAE-based developer Arada as the country looks to attract foreign investment and rebuild its economy after more than a decade of war and sanctions.

The agreement was signed between Arada and the Syrian Sovereign Fund, according to Syria's state news agency. The project will be Arada's first real estate development in Syria.

What Will the $7 Billion Project Include

The large-scale development is planned to include residential complexes along with a range of community facilities.

The project is expected to feature:

  • Residential developments
  • Healthcare facilities
  • Educational facilities
  • Entertainment and community amenities

The combination of housing and essential services indicates that the project is being planned as more than a standalone residential development.

Why This Deal Matters for Syria's Property Market

Syria is looking for major foreign investment to support reconstruction and revive an economy severely affected by years of conflict and Western sanctions.

The Arada agreement could bring fresh capital into the country's real estate and construction sector while creating demand for supporting businesses and infrastructure.

For the property market, the development could also signal growing interest from Gulf-based investors as Syria attempts to rebuild its urban infrastructure and housing stock.

UAE and Syria Strengthen Economic Ties

The agreement comes as Syria seeks closer economic relations with the UAE.

While some Gulf countries have moved more quickly to expand commercial ties with Syria's new government, the UAE has taken a comparatively cautious approach. The latest agreement could therefore represent a significant step toward deeper economic cooperation between the two countries.

Arada is backed by Gulf investors and has previously developed large residential and mixed-use projects in the region.

Syria Has Already Attracted Gulf Investment

The Arada deal is part of a broader push by Syria to attract international investment.

The country has signed billions of dollars worth of agreements and memoranda with investors from Saudi Arabia, Qatar and other Gulf markets, along with deals involving U.S. companies.

The removal of most Western sanctions has also created greater scope for international businesses to explore opportunities in the country.

What Happens Next

The Arada project will be closely watched as Syria attempts to transform foreign investment commitments into large-scale construction and development activity.

If implemented as planned, the $7 billion project could become one of the most significant real estate developments in Syria's post-war reconstruction phase, while giving Arada an opportunity to establish a major presence in a new market.
