Bihar has launched a paperless registration system for land and flat transactions in 10 registration offices. The new digital process aims to make property registration faster, safer and more transparent.

PATNA | July 18, 2026: The Bihar government has taken another step towards digital governance by launching a paperless property registration system in 10 registration offices, including Jehanabad. The new system allows buyers and sellers of land and flats to complete most registration formalities online, reducing paperwork and improving transparency.

The initiative has been introduced by the state's Prohibition, Excise and Registration Department.

 

Property Registration Moves Online

Under the new system, buyers and sellers can prepare registration documents themselves through the e-Registration portal instead of depending entirely on document writers.

After submitting details online, only physical identity verification and execution of the deed will require both parties to appear before the registration officer.

 

Online Help Available for Applicants

To support users unfamiliar with the digital process, help desks have been established at the registration offices.

Officials will assist applicants facing technical issues or requiring guidance while preparing and submitting their registration documents online.

 

 

No More Physical Stamp Paper

The new system also replaces traditional stamp paper with digital stamp generation.

Applicants can complete the stamp duty process online, making the registration procedure faster while reducing dependence on physical documents.

 

SMS, WhatsApp Alerts and Digital Deed

Once the registration process is completed, buyers will receive confirmation through SMS and WhatsApp.

A digitally generated PDF copy of the registered sale deed will also be made available, allowing property owners to download or print the document whenever required.

 

 

Move Aims to Improve Transparency

According to the state government, the paperless system is expected to:

  • Reduce paperwork.
  • Speed up property registration.
  • Improve document security.
  • Minimise the risk of fraud and fake transactions.
  • Create a more transparent registration process.

Digital registration can make property transactions more convenient by reducing paperwork and improving access to official records. Buyers should still verify property ownership, title documents and other legal requirements before completing any purchase, even when the registration process is conducted online.
