Andhra Pradesh Automates Occupancy Certificate Approvals to Cut Delays for Property Owners

Vijayawada | October 22, 2026: Property owners, builders and real estate developers in Andhra Pradesh are set to face fewer procedural hurdles for obtaining Occupancy Certificates (OCs), with the state government introducing an automated system to process applications and related mortgage documents.

The revamped Development Permission Management System (DPMS) is designed to reduce physical inspections, limit repeated visits to government offices and speed up the approval process through automated scrutiny of building details.

OC Applications to Be Processed Through Automated System

Under the revised system, applicants can submit the required information online through the DPMS portal.

The system will automatically examine key construction parameters, including the building height, number of floors and other details, against the sanctioned building plan and applicable development regulations.

The move is aimed at reducing manual intervention while making the approval process more transparent and predictable for property owners.

Up to 10% Deviation to Be Processed Automatically

One of the major changes is the automated handling of permissible deviations from an approved building plan.

Where the difference between the sanctioned plan and the actual construction remains within 10%, the system will calculate the applicable compounding fee and generate it automatically.

This could reduce delays caused by manual calculations and repeated interactions between applicants and town planning officials.

Fewer Physical Inspections and Office Visits

Previously, even though OC applications could be submitted online, applicants could face delays because officials were required to physically inspect buildings to verify compliance.

Property owners dealing with mortgage-related documents could also be required to visit sub-registrar offices separately.

The revised process seeks to bring these steps into a more integrated digital workflow, reducing the number of physical interactions required to complete the process.

Mortgage Release Documents to Be Generated With OC

The automated system will also handle certain mortgage-related documentation.

Where applicable, the mortgage release letter and relinquishment deed will be generated along with the Occupancy Certificate.

For property owners, this could simplify the process of completing formalities connected with mortgaged properties and reduce the need to approach multiple government offices.

Automation Does Not Mean Building Rules Can Be Ignored

The new system is intended to speed up approvals, but it does not remove the requirement to comply with sanctioned building plans and development regulations.

Town planning officials will continue to verify applications after the OC is issued. If violations are identified, officials can raise objections within 15 days.

If no objection is raised during this period, the certificate will be treated as approved under the revised procedure.

Property Owners and Developers Still Face Liability for Violations

Applicants who provide incorrect information or undertake construction in violation of applicable rules could still face regulatory action.

Responsibility may also extend to licensed town planners where their role in preparing applications or facilitating construction is found to have contributed to violations.

This means the digital process should not be viewed as a relaxation of building regulations, but as a faster mechanism for processing compliant applications.

What This Means for Andhra Pradesh's Property Market

The revised OC process could make post-construction formalities easier for homeowners, builders and developers, particularly by reducing paperwork and physical visits.

Faster issuance of occupancy certificates can also help property owners complete related transactions and documentation more efficiently.

The broader objective is to create a municipal approval system where routine applications can move through automated checks while officials focus their attention on cases involving potential violations or irregularities.
