Lucknow Clears Release of 2,747 Sushant Golf City Plots With Buyer Registries Protected

Lucknow | September 21, 2026: Thousands of plot buyers in Lucknow’s Sushant Golf City have received a major relief after the Uttar Pradesh cabinet approved a plan to release 2,747 mortgaged plots sold by Ansal Properties and Infrastructure Ltd. The Lucknow Development Authority will retain the existing registries, while plots will be released progressively as township development is completed.
2,747 Mortgaged Plots to Be Released
The Uttar Pradesh cabinet approved the Lucknow Development Authority’s proposal at its September 15 meeting, clearing the way for the release of 2,747 plots that had been mortgaged with the authority.
The decision addresses a long-running issue involving plots that were sold to buyers despite being part of the security provided by the developer to LDA under the township agreement.
LDA vice-chairperson Prathamesh Kumar said the registries of these plots will not be cancelled, helping protect existing buyers from further legal uncertainty.
Why These Plots Were Mortgaged
Under the township agreement, Ansal had mortgaged 3,489 plots with LDA as security for completing the development work promised for Sushant Golf City.
Such mortgaged plots were intended to remain as security. If the developer failed to complete the required development, LDA could potentially use the plots and their proceeds to fund the pending work.
However, 2,747 of these mortgaged plots were sold without the required LDA permission, creating a conflict between the authority's security rights and the interests of purchasers who had already acquired the plots.
LDA Chooses Buyer Protection Over Registry Cancellation
Cancelling the registries of the affected plots could have left thousands of purchasers facing prolonged uncertainty over their properties.
Instead, LDA proposed releasing the mortgaged plots while continuing the process of completing the township's pending development.
The cabinet's approval means buyers will not have their existing registrations cancelled solely because the plots had been mortgaged by the developer.
Release Will Happen Sector by Sector
The plots will not necessarily be released simultaneously.
LDA plans to complete development in the partially developed and undeveloped portions of Sushant Golf City and release the mortgaged plots on a sector-wise or pocket-wise basis.
Release will follow completion of the required development work and issuance of completion certificates.
For plot owners, this makes the development status of their particular sector or pocket an important factor in determining when the property can be formally released.
Plot Owners Can Seek Early Release
A separate provision could allow some owners to obtain release before the completion certificate is issued.
Under the approved mechanism, a plot owner can provide a guarantee to LDA equivalent to a fee determined by the authority's board.
The deposited amount will be refunded once the required development work is completed and the relevant completion certificates are issued.
