Pune | September 30, 2026: Property owners and developers in Pune could get easier access to registration services if the Pune Municipal Corporation (PMC) agrees to establish a dedicated sub-registrar office at its Shivajinagar headquarters. The proposal aims to simplify registrations linked to property transfers, development rights and civic approvals.

The Marathi Bandhkam Vyavsayik Association (MBVA), a builders’ organisation, has formally approached the civic body, arguing that an office within PMC headquarters could reduce procedural hurdles for developers and citizens.


Why Builders Want a Registration Office at PMC

In a memorandum submitted to PMC, MBVA highlighted the need for a dedicated property registration facility at the corporation’s headquarters. Builders, developers and property owners regularly require registered documents for transactions involving reserved properties, Transferable Development Rights (TDR) and in-situ Floor Space Index (FSI).

According to the association, having registration services at the civic headquarters could make these processes more convenient and help coordinate activities that require both municipal and registration department involvement.


Proposal Could Simplify Property Transactions

MBVA president Nitin Deshpande said the proposed facility would benefit not only developers but also citizens and the civic administration. He noted that several municipal processes require registered documents, and a dedicated office could help speed up such work.

The association believes the facility would also support the state Registration and Stamps Department’s efforts to modernise registration services and improve ease of doing business.

 


PMC Reviewing the Proposal

PMC has received the association’s formal request and is examining its feasibility. A senior official from the corporation’s building permission department said the civic body would correspond with the concerned department before assessing the proposal’s utility.

The proposal has not yet been approved. Its implementation will depend on the outcome of the civic body’s review and coordination with the state Registration and Stamps Department.


How It Could Help Property Owners and Developers

If established, a dedicated sub-registrar office at PMC headquarters could make it easier for property owners and developers to complete registrations connected with municipal processes. Having the facility within the same premises may also reduce the need to travel between offices for related procedures.

For developers handling multiple property transactions or development-rights arrangements, the proposed facility could offer a more convenient way to manage documentation. However, the actual time savings would depend on the services offered and how the office is staffed and operated.
