130 Panchkula Plot Owners Yet to Settle Dues as HSVP Extends Deadline to December 31
Panchkula | September 30, 2026: Around 130 plot owners in Panchkula still have an opportunity to settle their pending enhancement charges under Haryana's Vivadon Se Samadhan Yojana 2026. With the deadline extended to December 31, the one-time settlement scheme offers eligible allottees additional time to resolve long-pending dues and avoid possible legal action, including plot resumption.
The Haryana Shehri Vikas Pradhikaran (HSVP) has identified 147 plots in Panchkula under the scheme. So far, only five allottees have availed themselves of the benefit, while 12 plots have been removed from the list for various reasons.
130 Plot Owners Yet to Avail Settlement Benefits
Of the 147 plots initially identified, 130 remain eligible for settlement, according to HSVP. The scheme covers residential plots, group housing societies, institutional sites and industrial plots.
HSVP estate officer Surender Lathe said awareness of the scheme was increasing and the authority expected more beneficiaries to come forward before the extended deadline.
Deadline Extended to December 31
The Haryana government has extended the settlement scheme's deadline from September 30 to December 31, 2026. The extension gives eligible plot owners three additional months to settle their outstanding enhancement charges under the scheme.
The state government launched the initiative to provide a one-time opportunity to resolve pending enhancement-related disputes. It also covers eligible allottees who could not benefit from certain earlier settlement schemes.
Residents Continue to Question Enhancement Charges
Despite the settlement offer, some residents have raised concerns about the amount they are required to pay.
Krishan Jindal, president of the Sector 20 Residents' Welfare Association, alleged that the charges remained high even after the government offered a 40% concession. He said his society had paid Rs 1.62 crore the previous year and claimed the amount would have been lower if the government's committee report had been implemented.
HSVP officials, however, maintained that the charges were calculated according to applicable rules.
Why Some Plot Owners Have Not Paid
Property dealers say several factors may explain why some allottees have not cleared their dues. According to Suresh Agarwal, president of the Haryana Property Dealers Welfare Association, some owners may have purchased plots years ago but not yet constructed homes. Others may be waiting for internal roads or have different reasons for delaying payment.
The outstanding dues therefore involve different circumstances, and the settlement scheme provides eligible owners with an opportunity to resolve their cases.
How Eligible Owners Can Apply Online
HSVP has digitised the settlement process. Eligible allottees can log in to the official scheme portal using their plot ID and password to check the rebate applicable to their accounts and submit their applications.
Owners can also approach their nearest HSVP estate office for assistance or submit queries through the portal.
Failure to Settle Could Lead to Plot Resumption
HSVP has warned that eligible allottees who fail to settle their outstanding dues within the stipulated period may face legal action, including resumption of their plots, under applicable rules and legal provisions.
For owners with pending enhancement charges, the extended deadline provides additional time to review their dues, check their eligibility and complete the settlement process.

The next three months will be important for the 130 remaining Panchkula plot owners. HSVP expects more allottees to apply as awareness increases, but the final number of beneficiaries will depend on how many eligible owners complete the process by December 31.
