Noida Homeowners Face 40% Maintenance Shock as Cleo County Residents Seek Rollback
Noida, Uttar Pradesh | September 10, 2026: Homeowners in Cleo County, Sector 121, Noida are pushing for a rollback of a 40% increase in common area maintenance charges, saying the retrospective hike from April is putting additional financial pressure on residents.
The 25-acre society has more than 2,500 units, with residents of around 1,450 occupied units signing a petition against the increase.
Maintenance Bill Jumps From ₹2.75 to ₹3.85 Per Sq Ft
The latest revision has increased maintenance charges from ₹2.75 to ₹3.85 per sq ft.
For a 1,000 sq ft flat, the monthly charge has therefore risen from ₹2,750 to ₹3,850, an increase of ₹1,100 per month.
Residents have objected not only to the size of the increase but also to its application retrospectively from April 2026.
Why Residents Are Seeking a Rollback
Residents said they understand that maintenance costs can rise with inflation and higher operating expenses, but believe a 40% increase should be better justified and rationalised.
The society does not yet have an apartment owners' association, adding another layer to discussions between homeowners and the developer.
Developer Points to Higher Labour Costs
The developer has attributed the increase mainly to rising labour and maintenance costs.
According to the developer, manpower accounts for around 70–80% of maintenance expenses, while minimum wages for workers in Gautam Buddh Nagar have also increased. Elevator maintenance, repairs and spare parts have added further pressure to operating costs.
Extra Collections May Be Refunded
The developer has said it is willing to hold further discussions with residents before the end of September.
It has also stated that if additional funds collected by the end of the year exceed actual requirements, the excess amount will be refunded to homeowners' maintenance accounts.

The dispute highlights an often-overlooked cost of apartment ownership — recurring maintenance charges can materially affect the actual cost of living in a housing society.
For existing owners, a sharp increase can raise monthly expenses. For prospective buyers, maintenance charges should be checked alongside the purchase price, monthly EMI and other society-related costs before buying a flat.

The developer and residents are expected to hold further discussions after the director returns to India around September 20.
For Cleo County homeowners, the key issue will be whether the two sides can agree on a more sustainable maintenance rate and establish greater transparency around how common-area expenses are calculated and collected.
