Chandigarh Tenants and Landlords Get a New Property ID as Tenancy Rules Bring Online Registration

Chandigarh | September 11, 2026: Renting a home in Chandigarh is set for a major regulatory change after the UT Administration notified the Chandigarh Tenancy Rules, 2026. Under the new framework, landlords and tenants will have to submit tenancy details online, while both parties will receive a government-issued Unique Identification Number (UIN) for their rental agreement.
Every Tenancy Agreement Must Be Reported Online
Landlords and tenants will have to jointly or separately intimate the Rent Authority about every tenancy agreement within two months of execution.
Once the details are submitted, the Rent Authority will issue the UIN within seven days through registered mobile numbers or email. Tenancy information will also be uploaded to the digital platform after registration.
Rental Records Will Become Easier to Track
The new system is designed to bring greater transparency to Chandigarh's rental market by creating a digital record of tenancy agreements.
The proposed platform will use OTP-based verification, while tenancy documents will remain confidential and accessible only to the concerned parties and authorised officials.
For property owners, the system could provide a clearer record of tenants and rental agreements. For tenants, a government-linked tenancy identification number could make it easier to establish the details of an active rental arrangement.
Rent Disputes Get a Three-Level System
The rules create a three-tier mechanism consisting of the Rent Authority, Rent Court and Rent Tribunal for tenancy-related disputes.
The framework will also cover matters involving rent fixation or revision and charges for electricity, water, maintenance and security. Authorities can consider prevailing rents for similar properties in the same locality while examining such matters.
What It Means for Chandigarh's Rental Market
The new framework could bring more structure to Chandigarh's landlord-tenant relationships at a time when rental housing is becoming increasingly important for students, professionals and families.
For landlords, online registration and documented tenancy records could improve accountability and reduce uncertainty during disputes. For tenants, the framework provides a formal route for raising concerns over rent and other tenancy-related charges.
The administration is also required to establish the digital platform within three months of constituting the Rent Authority.
