UP Opens Industrial Plot Scheme Across 8 Clusters With Land Rates Starting at 3,800 Per Sq Metre

Lucknow | October 23, 2026: Uttar Pradesh is opening up fresh opportunities for businesses looking to establish manufacturing and logistics facilities, with the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) launching an industrial plot allotment scheme across eight Integrated Manufacturing and Logistics Clusters (IMLCs).

The advertised land premiums range from 3,800 to 11,470 per sq. metre, giving investors options across multiple locations including Meerut, Hardoi, Sambhal, Etawah, Firozabad, Shahjahanpur, Auraiya and Hamirpur.

For property and land investors, the bigger significance is the attempt to combine industrial land availability with Uttar Pradesh's expanding expressway network, potentially strengthening connectivity between production centres, suppliers and markets.

Eight Locations Open for Industrial Plot Applications

The new scheme covers IMLCs in:

  • Meerut
  • Hardoi
  • Sambhal
  • Etawah
  • Firozabad
  • Shahjahanpur
  • Auraiya
  • Hamirpur

Plots are intended for manufacturing units, logistics operators and allied industries.

UPEIDA is planning a wider network of 27 IMLCs across 26 districts, making the current allotment part of a larger industrial development strategy rather than an isolated land sale.

Land Premiums Vary Significantly Across Clusters

The advertised land premium differs substantially between locations.

Meerut has the highest rate at 11,470 per sq. metre, followed by Auraiya at 7,920. Sambhal is priced at 5,000 per sq. metre, while Etawah is at 4,550.

Firozabad and Shahjahanpur have a premium of 4,400 per sq. metre each. Hamirpur is at 3,900 and Hardoi has the lowest advertised rate at 3,800 per sq. metre.

The variation gives businesses an opportunity to compare land costs against connectivity, infrastructure readiness and proximity to their target markets.

Expressway Connectivity Is Central to the Plan

The IMLC programme is designed around Uttar Pradesh's growing expressway network.

The objective is to make industrial locations more accessible to manufacturers, logistics companies and their supply chains while improving connections to major markets.

For investors, however, connectivity on paper and actual connectivity on the ground can be different. Businesses should assess road access, travel time to major corridors and the existing industrial ecosystem before selecting a cluster.

Infrastructure Will Include Roads, Power and Water

The planned clusters are expected to include essential infrastructure such as internal roads, electricity supply, water facilities, drainage, street lighting and green spaces.

UPEIDA has also cautioned applicants to check location-specific details because the infrastructure and development status may differ from one cluster to another.

This is an important consideration for businesses calculating the real cost of setting up a facility, as the advertised land premium is only one part of the overall investment.

What Investors Should Check Before Applying

Businesses interested in the scheme can review plot-wise inventory, plot sizes, land premiums and scheme guidelines before submitting an application.

Applications are to be made online through the state's Nivesh Mitra portal. The scheme's publicity material lists a 59,000 processing fee, while annual lease rent is stated at 2.5% plus applicable GST.

Eligible investors may also explore incentives available under Uttar Pradesh's industrial investment and promotion policies, including possible capital subsidies and stamp duty concessions, subject to eligibility and approvals.

What This Means for Uttar Pradesh's Industrial Land Market

The scheme could increase demand for industrial land in locations that benefit from improved expressway connectivity and planned infrastructure.

For businesses, the opportunity is not simply about securing cheaper land. The more important question will be whether each cluster can provide the infrastructure, connectivity, workforce access and logistics advantages needed for long-term operations.

As more IMLCs are developed across the state, these industrial zones could also influence surrounding commercial and residential property demand by creating new employment centres.

The next key step for applicants is to compare the cluster-specific infrastructure, available plots, total acquisition and lease costs, and applicable incentives before submitting an application.
