Bihar Property Registration Goes Paperless as Bhagalpur Enters State Top 3
Bhagalpur, August 28, 2026: Buying or selling property in Bihar is becoming more digital, with paperless registration now operational across all 141 registration offices in the state. Bhagalpur has also emerged among the top three districts in registration performance as people and service providers adapt to the new system.
Bhagalpur Sees Property Registrations Pick Up
After an initial slowdown following the shift to paperless registration, property registrations in Bhagalpur have started rising again.
The district recorded 45 registrations on August 21, 31 on August 22, 29 on August 24, 83 on August 25 and 70 on August 27. Bhagalpur is now among the state's leading districts along with Vaishali and Madhubani.
How Bihar's New Property Registration Works
Under the new system, the registration process is handled digitally, from document preparation and verification to final registration.
Buyers and sellers undergo consent-based Aadhaar verification. Consent for the land transfer is obtained through OTP, followed by e-signing of the documents.
If OTP-based verification is not possible, fingerprint or iris authentication can also be used.
Both the buyer and seller are still required to appear at the registration office.

The paperless system is expected to reduce paperwork and make property records easier to manage.

Document Writers Still Have a Role
The new system has not removed document writers and stamp vendors from the registration process.
They have been brought into the system as service providers, with provisions for prescribed remuneration for their assistance.
