NBCC Sets January 2027 Restart Target for 16 Stalled Supertech Projects

Noida, Uttar Pradesh | September 28, 2026: Nearly 14,000 homebuyers waiting for possession of their Supertech flats could see construction resume in January 2027, as NBCC prepares to restart work on 16 stalled housing projects across multiple cities. The proposed restart date is January 16, with construction tenders expected to be issued in phases during October.
The projects have faced years of delays, insolvency proceedings and legal hurdles. While the latest schedule offers a fresh timeline for buyers, funding remains a major challenge, and the actual pace of construction will depend on financing and the tendering process.
16 Supertech Projects Targeted for January Restart
The National Buildings Construction Corporation (NBCC), appointed by the National Company Law Appellate Tribunal (NCLAT) as the implementing agency, is preparing to award construction work through at least 27 tender packages.
The tenders are scheduled to be issued in phases between October 1 and 15. A tender for the River Crest project in Rudrapur was already floated on September 16.
The 16 projects collectively comprise around 50,000 flats, of which nearly 14,000 are yet to be delivered. The projects include six in Greater Noida, four in Noida, two each in Gurugram and Meerut, and one each in Uttarakhand and Bengaluru.
Homebuyers Have Faced Repeated Construction Delays
The revival plan has gone through several missed deadlines. NBCC was previously expected to begin work on October 1, following earlier targets of May 1 and July 31. None of those schedules materialised.
On August 25, NCLAT sought a status report after homebuyers raised concerns about the repeated delays. The latest January 16, 2027, target is intended to move the stalled projects toward construction, but buyers are still waiting for work to resume on the ground.
How Supertech’s Projects Got Stalled
The insolvency proceedings began in March 2021, when Union Bank of India approached the National Company Law Tribunal over a ₹432-crore default linked to Supertech’s Eco Village II project. The insolvency petition was admitted on March 25, 2021.
In December 2024, NCLAT approved NBCC’s involvement in completing 16 stalled projects and established an apex court committee to oversee construction, project funds and receivables.
However, Supertech challenged the decision in the Supreme Court, which stayed the NCLAT order in February 2025. The Supreme Court cleared the way for the revival plan again in February 2026.
Funding Remains a Major Challenge
Even with NBCC appointed to implement the revival, arranging funds has proved difficult. NBCC had argued that surplus money from better-funded projects should be used to support projects facing funding shortages.
However, NCLAT rejected its request for exemptions from Uttar Pradesh RERA rules in May 2026. The restrictions have limited the scope for transferring funds between projects.
The committee is now pursuing institutional financing. A techno-economic viability report requested by public sector banks is expected by December 15, which could help determine the financing available for construction.
Unsold Flats Could Help Finance Construction
The sale of unsold inventory is another potential source of funds for the stalled projects. The December 2024 NCLAT order recorded 10,040 unsold units across the projects.
Revenue from these units could contribute to construction funding, although the extent of financial support will depend on sales and project-specific requirements.
For homebuyers, the availability of funds will be a key factor in determining whether the January restart target translates into sustained construction activity and eventual possession.
What the January 2027 Target Means for Homebuyers
The planned restart could bring progress for buyers who have waited years for their homes. However, the January date is a construction target, not a possession deadline. The projects still need financing, tender awards and sustained execution before pending flats can be delivered.
NEFOWA president Abhishek Kumar has called for NBCC and the committee to submit the revised date in writing before the court. He also highlighted the need for a definite timeline for property registrations, noting that thousands of families are living in homes without registry.
The next major milestones will be the October tender process, the financing report expected in December and the proposed construction restart on January 16, 2027. These developments will indicate whether the long-delayed revival plan is moving toward implementation.
