LUCKNOW | July 13, 2026: The Uttar Pradesh government has directed officials to implement a uniform circle rate framework for property registration from August 1, replacing the existing district-specific approach with a standardized valuation system across the state.

The new framework is expected to simplify property valuation while introducing common rules for stamp duty assessment.

 

Three Property Zones to Replace Existing Classification

Under the new framework, properties will be divided into three broad zones:

  • Urban
  • Semi-Urban
  • Rural

Each zone will further be classified into 15 to 25 value categories depending on local characteristics and land use.

Officials are currently preparing standardized valuation lists before implementation.

 

Geo-Tagged Identification to Improve Transparency

The updated registration process will also strengthen property identification.

Authorities plan to use:

  • Geo-tagged property photographs.
  • Unique Property Identification Number (UPIN) or designated property ID.
  • Standardized property categorisation.

The objective is to improve transparency during registration and reduce inconsistencies in valuation.

 

 

Location Will Continue to Influence Valuation

Although the framework introduces statewide standards, the property's location will still remain an important factor.

Circle rates may vary depending on factors such as:

  • National highways.
  • Expressways.
  • State highways.
  • District roads.
  • Market locations.
  • Park-facing properties.
  • Corner plots.

For properties located at road intersections, additional valuation factors may apply under the prescribed rules.
