Greater Noida, Uttar Pradesh: Homebuyers in Uttar Pradesh are set to get more reliable information about the progress of real estate projects as the Uttar Pradesh Real Estate Regulatory Authority (UP RERA) introduces a new digital certification system on its RERA 2.0 portal.

The new system will make digitally signed certificates from architects, engineers and chartered accountants mandatory along with the Quarterly Progress Report (QPR) from the quarter ending September 30, 2026. A promoter’s QPR will be uploaded only after the required certificates are submitted through the portal.


New Digital System Starts From September Quarter

Under the new arrangement, promoters will have to submit digitally signed certificates along with their quarterly project progress information.

These certificates will cover information certified by the relevant professionals, making the reporting process more structured and reducing the scope for project information to be submitted without independent professional certification.

For homebuyers, this can make it easier to assess whether a project is actually progressing as claimed by the developer.


Architects, Engineers and CAs to Upload Certificates Directly

The major change is in the way project information is verified.

Earlier, promoters could enter project progress details themselves and upload scanned copies of certificates provided by professionals. Under the updated RERA 2.0 system, the concerned architect, engineer and CA will directly upload their digitally signed certificates on the portal.

The QPR will then be prepared using the information contained in these certified submissions.

This creates a more direct link between the project data and the professional responsible for certifying it.

 


Greater Transparency for Property Buyers

Project delays and differences between promised and actual construction progress are among the major concerns for homebuyers.

The new reporting mechanism could help buyers verify important project updates before making further financial commitments or purchasing units in under-construction projects.

It could also give prospective buyers a clearer picture of construction progress, financial information and compliance-related updates available through the RERA portal.


Promoters Will Face Greater Accountability

The revised process is also expected to increase accountability for developers and promoters.

Since professional certificates will be digitally submitted by the respective experts, promoters will have less control over the way supporting documentation is uploaded to the portal. This can encourage more accurate and timely reporting of project progress.

For developers, the new system will also mean greater attention to maintaining proper project records and coordinating with architects, engineers and CAs within the reporting timelines.

 


UP RERA to Issue Detailed SOP

UP RERA has already enabled the required facility on the existing portal. A detailed Standard Operating Procedure (SOP) will also be issued to explain the new reporting process.

Help desks are planned at the UP RERA headquarters in Lucknow and its regional office in Greater Noida to assist promoters with the transition.

UP RERA Chairman Sanjay R. Bhoosreddy said the changes are aimed at ensuring that project progress information available to stakeholders is reliable and properly certified.


What the New Rule Means for Homebuyers

The updated reporting system could make the RERA portal more useful for buyers researching a property before purchase.

Instead of relying only on information provided directly by developers, buyers will increasingly have access to progress data supported by digitally signed professional certificates.

For homebuyers in Noida, Greater Noida and other parts of Uttar Pradesh, the change could offer an additional layer of transparency when comparing projects, checking construction progress and assessing delivery risks.

With the new system applying from the quarter ending September 30, 2026, promoters will need to adapt their reporting processes accordingly.
