Uttar Pradesh Government to Simplify Law Governing RERA, Corporate Restructuring

LUCKNOW, June 9, 2026: Uttar Pradesh Chief Minister Yogi Adityanath on Monday directed officials to simplify legal provisions related to corporate restructuring, Limited Liability Partnership, and real estate transactions under RERA. He said the legal framework should be aligned with changing economic and business requirements.
Reviewing the functioning of the Stamp and Registration Department, the Chief Minister said, "In view of the rapidly growing economy, investment activities and urbanization in Uttar Pradesh, the department should become more transparent, technology-based, accountable and citizen-centric."
Key Directives
Registration Offices Like Passport Centers: Adityanath stressed the need to develop sub-registrar offices in a phased manner on the lines of passport service centers, with help desks, token and queue management systems, modern waiting areas, and women and child care rooms.
Digital Governance Push: He directed officials to strengthen systems like Aadhaar authentication, biometric and iris-based verification, online document verification, and digital scrutiny through land records.
Paperless Registration: Technology-based reforms including digitization of records, artificial intelligence-based systems, and geo-tagging should be implemented rapidly to increase transparency and reduce disputes.
Standardized Property Valuation: A standardized valuation system for properties will bring uniformity and transparency in assessment, reducing valuation-related disputes.
Revenue Growth
The meeting was informed that nearly 2.4 crore people come in direct contact with registration offices every year in the state.
The department's gross revenue increased from ₹11,613.84 crore in 2016-17 to ₹32,598.49 crore in 2025-26. During the same period, the number of registered documents increased from 28.25 lakh to over 49.34 lakh.
The Chief Minister said, "Along with increasing revenue, priority should also be given to improving service quality and ensuring citizen satisfaction."
What Was Discussed
During the meeting, issues related to corporate restructuring, mergers, demergers, amalgamation, acquisitions, Limited Liability Partnership (LLP), changes in shareholding, housing cooperative societies, and sale agreements under RERA were discussed.
The Chief Minister said, "A clear and practical stamp duty framework should be developed in these areas by studying the best practices of different states."
He also asked officials to prepare a legal framework that encourages investment, strengthens ease of doing business, reduces disputes, and protects the revenue interests of the state.
The Bottom Line
The UP government's move to simplify RERA and corporate restructuring laws aims to boost investor confidence and make registration processes citizen-friendly. With technology-driven reforms and passport-like service centers, the state is positioning itself as a business-friendly destination.
