Madhya Pradesh Cabinet Gives Nod to SVAMITVA Scheme for Grant of Title Deeds

Bhopal, June 3: The cabinet gave a go-ahead to the 'Svamitva Adhikar Abhilekh Nispadan Evam Panjiyan Yojana-2026' (Ownership Rights Record Execution and Registration Scheme) during its meeting chaired by Chief Minister Mohan Yadav.
Scheme Details
Under the scheme, the cabinet decided to register the rights records created under the Svamitva Yojana to facilitate easy access to loans for landholders in the state. Deeds of conveyance will be executed and registered so that citizens can obtain loans for housing construction, business and agricultural activities as needed. The implementation of this scheme will be completed under a special campaign.
Coverage and Cost
A total of 68.11 lakh rights records have been created so far, including 48.32 lakh private properties. Citizens will not be charged stamp duty or registration fees for the registration of title deeds. The state government will bear the entire expenditure of ₹3,800 crore. Madhya Pradesh will be the first state to secure land rights for citizens living in rural areas, paving the way for their economic progress.
Implementation Framework
Under the SVAMITVA scheme, title deeds have been created using drone technology to provide legal rights to citizens living in rural areas. For effective implementation, a committee will be formed under the chairmanship of the Commissioner of Land Resource Management to issue detailed guidelines and conduct periodic reviews. ₹10 crore have been approved at the state level for publicity, printing expenses, and public awareness activities.
Other Cabinet Approvals
The cabinet also approved approximately ₹17,059 crore under the Public Health and Medical Education Department to strengthen the health system, along with ₹14,363.95 crore for the continued operation of the Medical College-Affiliated Hospital Scheme from April 2026 to March 2031.
