Muzaffarpur | June 26, 2026: Buying land in Muzaffarpur could become more expensive in the coming months as Bihar begins a fresh land classification exercise that is expected to increase the Minimum Value Register (MVR) across several newly urbanised areas. The move will affect three municipal councils and seven nagar panchayats where road-based land valuation has not been implemented until now.

The revised classification is likely to raise property registration values, directly impacting land prices, stamp duty and registration costs for buyers.


Road-Based Land Classification to Begin

Following the recent revision of Bihar's Minimum Value Register (MVR), authorities have started preparing a new classification of land based on road categories in the affected urban local bodies.

District officials have asked municipal authorities to submit details of notified roads so that land values can be reassessed according to their location and connectivity.


More Areas Likely to See Higher Land Values

Several municipal councils and nagar panchayats that previously followed older valuation methods will now be brought under the updated urban classification system.

In addition, villages falling within the notified peripheral zones of municipal areas may also be included under the revised valuation process, which could further increase official land values.

 


Higher MVR May Increase Registration Costs

Since MVR forms the basis for property registration, any upward revision is expected to increase registration values in many locations.
