Lucknow Architects Threaten Legal Action Over LDA Empanelment Plan
LUCKNOW, August 31, 2026: Architects in Uttar Pradesh have opposed the Lucknow Development Authority's (LDA) proposed empanelment process, arguing that it creates an additional layer of regulation for professionals already registered with the Council of Architecture (COA).
The dispute could widen if the LDA does not reconsider its decision, with professional bodies warning that they may pursue legal remedies.
Why Architects Are Opposing Empanelment
The LDA proposed inviting architects for empanelment in April, saying the move would improve building-plan approvals and strengthen compliance with building rules.
However, architects argue that those already registered with the statutory Council of Architecture should not have to undergo a separate empanelment process to practise before development authorities.
COA Opposes Additional Layer
The Council of Architecture has written to the Uttar Pradesh government opposing changes to the existing framework.
Architects' bodies argue that an architect's credentials and professional background can already be verified through COA registration, making another approval layer unnecessary.
Uttar Pradesh has more than 1.24 lakh registered architects, meaning any change could have implications across the state.
LDA Defends Its Decision
The LDA has defended the proposed system, citing instances where professional conduct requirements and building byelaws were allegedly not followed properly.
According to the authority, empanelment could improve accountability and ensure that professionals take compliance requirements more seriously.
In Lucknow, around 2,000 architects are registered, with approximately 700 regularly working on LDA-related approvals.
Legal Dispute Could Follow
The Uttar Pradesh Chapter of the Indian Institute of Architects has urged the LDA to reconsider the decision and follow COA guidelines regarding architects' scope of work, charges and services.
If the decision is not withdrawn, the architects' body has indicated that it may approach the courts.
