Tamil Nadu to Digitise Property Records Dating Back to 1865 in Major Data Drive

Chennai, Tamil Nadu | September 3, 2026: Tamil Nadu is set to undertake a major digitisation drive covering historical property records dating back to 1865, potentially making crores of old documents easier for citizens and authorities to search and access.
The Registration Department plans to scan 11.14 crore pages of unscanned records and convert 7.06 crore old Encumbrance Certificate and Index-2 records from 1865 to 1974 into searchable digital data. The project will also cover around 5.68 crore birth and death records up to 2018 and is targeted for completion within 14 months.
Property Records From 1865 to Be Made Searchable
The digitisation programme will focus on records that have not previously been scanned. The department has identified around 2.22 crore documents covering January 1, 1865 to July 5, 2009 that were not included in earlier scanning exercises.
Encumbrance Certificates from 1975 onwards have already been digitised, meaning the latest initiative will primarily address the older records between 1865 and 1974 along with other unscanned documents.
For property owners and buyers, access to older registration records could make it easier to research historical transactions and establish a clearer picture of a property's documentation.
Old Property Documents Could Improve Title Verification
Historical property records can be important when ownership has changed hands multiple times or when questions arise over previous transactions.
By converting old EC and Index-2 records into searchable data, the government aims to make property information more accessible instead of requiring citizens to depend entirely on physical archives.
A more comprehensive digital record could also assist officials in checking property-related information and potentially reduce difficulties caused by missing, damaged or difficult-to-access historical documents.
Scanning Will Take Place Inside Sub-Registrar Offices
The original documents will have to be scanned within the concerned Sub-Registrar Office premises and cannot be taken outside for digitisation.
Scanning is generally planned between 8am and 8pm from Monday to Friday. The 100 offices with the highest volume of records will also operate on Saturdays to meet the project's timeline.
The department has invited tenders covering scanning, digitisation, meta-tagging and indexing of the records.
AI-Assisted Checks to Reduce Data Errors
The proposed system will use AI-assisted verification to compare entered information with scanned documents through Optical Character Recognition (OCR).
The software will flag possible mismatches and anomalies for review. However, the final decision on verification will remain with the concerned Sub-Registrar or other authorised reviewing official.
This additional verification layer is important because errors in digitised property data could create confusion when citizens rely on online records for ownership or transaction-related information.
Birth and Death Records Also Included
Along with property documents, the project will digitise Citizen Birth and Death Registers up to 2018.
Around 5.68 crore birth and death records will undergo data entry after the scanning process. The inclusion of these records makes the initiative one of Tamil Nadu's larger archival digitisation projects.
Security Measures Planned for Property Data
The department has also prescribed security controls for the digitisation process. USB ports on scanning workstations will be disabled, while biometric authentication will be used for scanning operators and senior registration officials.
These measures are intended to maintain an audit trail showing who scanned or verified individual documents and to strengthen control over sensitive property records.
What the Digitisation Means for Property Owners
The 14-month project could make Tamil Nadu's historical property records significantly easier to access once the final database becomes operational.
For property buyers, investors and existing owners, searchable historical records could improve due diligence when examining ownership history and past transactions. It could also help government departments use more reliable property data for registration services and record management.
The immediate focus, however, remains on completing the scanning, indexing and verification of the identified records. The usefulness of the system for property transactions will ultimately depend on the accuracy, completeness and accessibility of the final digital database.
