Howrah and Kolkata May Offer Property Tax Relief With Penalty Waivers and Rebates

Kolkata | September 23, 2026: Property owners with outstanding municipal tax dues in Kolkata and Howrah could get relief under proposed property tax waiver schemes being considered ahead of the civic elections later this year.

In Howrah, the proposed package could include a 100% waiver of penalty and interest on property tax arrears along with a 10% rebate on the pending tax amount. The proposal is expected to be placed before the West Bengal state cabinet.

What Is Proposed for Howrah Property Owners

West Bengal's Urban Development and Municipal Affairs department is considering a waiver scheme for Howrah Municipal Corporation.

According to the proposal described by the state government, property tax defaulters could receive:

  • 100% waiver of penalty and interest

  • 10% rebate on pending property tax

  • Concessional settlement of outstanding dues

The proposal still requires the required government approval, so the benefits should not yet be treated as a final scheme.

How a Waiver Could Help Long-Term Defaulters

For property owners who have accumulated municipal tax arrears over several years, penalties and interest can significantly increase the amount payable.

A waiver could allow owners to settle their outstanding liability at a lower cost while giving the civic body an opportunity to recover at least part of the long-pending dues.

Officials indicated that such schemes can use a graded structure, with the extent of relief potentially varying according to how long the property tax has remained unpaid.

Kolkata Has Different Rules for Property Tax Waivers

The situation in Kolkata is different because the Kolkata Municipal Corporation Act, 1980 gives the civic body powers to waive penalties and interest on pending property tax, according to officials.

That means a separate state cabinet approval may not be necessary for KMC to introduce a waiver of this nature.

However, the KMC cannot use this provision to waive the principal property tax amount, according to an official cited in the report.

The proposed relief would therefore be different from a reduction of the actual underlying tax liability.

Kolkata Previously Offered a Special Waiver

KMC last introduced a special property tax waiver scheme in 2020, within months of the Covid-19 pandemic.

The earlier initiative provided a precedent for using penalty and interest relief to encourage taxpayers to clear outstanding municipal dues.

Any new scheme would need to be examined on its final terms, including eligibility, deadlines and the extent of applicable remission.

Why Property Owners Should Pay Attention

Owners with pending municipal tax should not assume that simply waiting will automatically qualify them for future relief.

Before making a decision, property owners should check:

  • Total principal property tax outstanding

  • Accumulated interest and penalties

  • Whether the property qualifies under the final scheme

  • Settlement deadline

  • Payment conditions

  • Required documents and municipal records

Owners who are planning to sell or transfer a property should also keep municipal tax records updated because outstanding dues can complicate property-related transactions.

What Happens Next

The proposed Howrah waiver is expected to go before the state cabinet, after which the final terms and eligibility conditions would determine how much relief property tax defaulters actually receive.

Kolkata Municipal Corporation has separate statutory powers to waive penalties and interest, so its next move could follow a different approval process.

For property owners in both cities, the key point is that relief is being considered, but the final waiver amounts, eligibility rules and deadlines will depend on the schemes ultimately notified by the authorities.
